Whether you haul your own goods or freight for someone else, a standard business auto policy won’t cover most of what a trucking operation needs. We put together commercial trucking insurance programs based on your equipment, the cargo you haul, how far you travel and which filings your permits require. That applies whether you run one box truck or a fleet of tractor-trailers, and we place your truck insurance with carriers that write your type of operation.

Trucking Insurance for Owner-Operators & Fleets

The right trucking coverage depends on how you operate. An owner-operator with their own authority, an owner-operator leased to a motor carrier and a fleet with hired drivers each need a different mix of policies and filings.

Owner-Operator Trucking Insurance

Owner operator trucking insurance depends on whether you run under your own authority or are leased to a motor carrier.

  • ✔Under your own authority: You need primary auto liability insurance, physical damage insurance for your tractor and trailer, motor truck cargo insurance, and the federal and state filings that keep your authority and permits active.
  • ✔Leased to a motor carrier: The carrier’s policy generally covers liability while you are under dispatch. You will usually need non-trucking liability insurance for off-dispatch use and physical damage coverage for your own truck. Check your lease agreement, since it lists what the carrier requires you to carry.

We also place owner operator insurance for new ventures and drivers with no prior insurance, and no down payment programs are available to some qualified clients.

Fleet Trucking Insurance

Fleet insurance has to cover every power unit and trailer, every driver you hire, and the minimum limits in your customer contracts. We set up commercial vehicle insurance for small and large fleets, including:

  • ✔Auto liability and physical damage for all scheduled units
  • ✔Hired and non-owned auto liability for rented vehicles and employees’ personal vehicles used for business
  • ✔Trailer interchange and non-owned trailer coverage
  • ✔Umbrella insurance and excess liability when contracts call for higher limits
  • ✔General liability and warehouse legal liability for fleets that store or distribute goods

Each fleet quote starts with a trucking risk assessment. We look at your FMCSA safety data (CSA scores, inspections and crash history), violations, driving records, loss history and radius of operation, then submit your account to the carriers most likely to quote it competitively.

Commercial Trucking & Transportation Coverage

Most trucking business insurance programs start with liability and physical damage. Cargo, trailer and other coverage is added based on what you haul and what your contracts require.

Liability & Physical Damage Coverage

  • ✔Primary auto liability: Pays for bodily injury and property damage to others when your truck is at fault. This is the trucking liability insurance federal and state regulators require before you can operate.
  • ✔Physical damage: Collision coverage for accidents and comprehensive coverage for losses such as fire, theft and vandalism, covering your own trucks, tractors and trailers.
  • ✔Hired and non-owned auto: Liability coverage when your business uses vehicles it does not own.
  • ✔Excess and umbrella: Additional liability limits above your primary policies.
  • ✔General liability: Covers premises and operations exposures outside of driving, such as injuries at your yard or terminal.
  • ✔Garage liability and garagekeepers: For towing, repair and service operations that work on or store customer vehicles.

Optional endorsements include rental reimbursement, towing and debris removal, auto loan/lease gap coverage, 24-hour roadside assistance, contractor’s equipment, and additional insured and waiver of subrogation endorsements.

Cargo & Trailer Coverage

Auto liability and physical damage policies do not cover the freight you haul. Cargo and trailers need their own coverage:

  • ✔Motor truck cargo: Covers loss of or damage to goods you haul for others while in your care, custody and control. Brokers and shippers often ask for a certificate before they give you a load.
  • ✔Cargo reefer breakdown: Covers spoilage caused by a mechanical breakdown of the refrigeration unit. Produce and temperature-controlled haulers usually need it.
  • ✔Trailer interchange: Covers physical damage to a trailer you don’t own while it is in your possession under a written interchange agreement. Container haulers need it to meet UIIA requirements.
  • ✔Non-owned trailer: Covers physical damage to trailers you use but don’t own when there is no interchange agreement.
  • ✔Warehouse legal liability: Covers your legal liability for loss or damage to customers’ goods stored in your warehouse.

Cargo policies differ in excluded commodities, limits and unattended-vehicle conditions. We compare those terms to what you actually haul before you buy.

Specialized Trucking Insurance Programs

Specialized Trucking Operations

Specialty trucking insurance is coverage for operations whose cargo, equipment or type of work falls outside standard freight hauling. From our offices in Maywood (Los Angeles County) and Corona (Riverside County), we insure Southern California operations such as port drayage, construction hauling and local delivery. Eligible classes of business include:

  • ✔Local, intermediate and long-haul truckers
  • ✔Intermodal and container haulers
  • ✔Dump truck insurance for dirt, sand and gravel haulers
  • ✔Flatbed haulers
  • ✔Refrigerated produce distributors
  • ✔Auto haulers and transporters
  • ✔Tire haulers
  • ✔Towing operations
  • ✔Scrap metal operations
  • ✔Food truck insurance for food and lunch trucks and caterers
  • ✔Delivery truck insurance for retail and wholesale delivery
  • ✔Warehouses, wholesalers and distributors
  • ✔Mobile auto repair and service
  • ✔Trailer repair contractors
  • ✔Artisan and general contractors

Passenger Transportation Insurance

Passenger carriers face higher liability requirements than most freight haulers. For interstate for-hire passenger carriers, federal minimums are $1.5 million for vehicles seating 15 or fewer (including the driver) and $5 million for vehicles seating 16 or more. Our transportation insurance programs cover businesses that carry passengers for hire or as a courtesy, including:

  • ✔Passenger vans and shuttles
  • ✔Limousines and livery services
  • ✔Charter, sightseeing and tour buses
  • ✔Non-emergency medical transportation (NEMT)
  • ✔Courtesy passenger transportation for hotels, dealerships and similar businesses

Carriers will also look closely at driver qualification, and businesses whose drivers use their own vehicles may need hired and non-owned auto coverage.

Trucking Permits & Insurance Filings

California Motor Carrier Permit & Trucking Filings

Trucking compliance depends on your insurance filings. State and federal agencies need proof that your coverage is in force, and if a policy cancels, the insurer notifies the agency and your permit or authority can be suspended. We have helped many truckers stay compliant and handle commercial trucking filings including:

  • ✔California Motor Carrier Permit (MCP): The insurer files a Certificate of Insurance (MC 65 M) with the California DMV. The MCP applies to for-hire carriers of property and most operators of commercial vehicles of 10,001 lbs GVWR or more.
  • ✔BMC-91X: The federal filing with the FMCSA that proves liability coverage for interstate operating authority (your MC number).
  • ✔Form E: The state certificate of insurance used by states that require one for intrastate carriers. California uses the MC 65 M instead.
  • ✔USDOT filings
  • ✔UIIA endorsement for container haulers

We can also help with the permits themselves. See our trucking permits page.

Why Work With a Specialty Trucking Insurance Broker?

Commercial auto insurance carriers have become more selective, and many will only write certain types of trucking accounts. As an independent trucking insurance broker, we are not tied to one company. We work with several A-rated insurance carriers (rated “A” by AM Best) and place each account with a carrier that writes that type of operation. We also have carriers and programs for accounts with higher losses or poor driving records.

A trucking insurance broker who writes this business regularly knows which carriers accept your class of business, which filings your authority depends on and what to check in a contract’s insurance requirements. That is where a transportation insurance broker is more useful than a general agent.

  • ✔Several “A” AM Best rated carriers
  • ✔Competitive pricing
  • ✔Fast quotes
  • ✔No down payment programs for some qualified clients
  • ✔No prior insurance OK
  • ✔New ventures OK
  • ✔Several payment options
  • ✔Accounts with large losses may be considered

Frequently Asked Questions About Trucking Insurance

What is commercial trucking insurance and what does it cover?

Commercial trucking insurance is a group of policies for businesses that use trucks to earn income. Basic coverage usually includes primary auto liability for injuries and damage you cause to others, physical damage for your own trucks and trailers, and motor truck cargo for freight you haul. Many operations also need trailer coverage, umbrella limits and insurance filings.

What insurance coverages do owner-operators and fleets need?

Owner-operators under their own authority need primary auto liability, physical damage, motor truck cargo and the required filings. Owner-operators leased to a carrier usually need non-trucking liability and physical damage, since the carrier’s policy covers them under dispatch. Fleets need the same core coverage plus hired and non-owned auto, trailer interchange and higher umbrella limits.

What types of commercial trucks and businesses are eligible for coverage?

We place coverage for dump trucks, box trucks, tractor-trailers, flatbeds, reefers, tow trucks, auto haulers, container haulers and delivery vehicles. Eligible businesses include long-haul and local truckers, sand and gravel haulers, food trucks and caterers, contractors, scrap metal operations, wholesalers, distributors and passenger transportation companies such as limousine, charter bus and non-emergency medical transportation (NEMT) operators.

What is motor truck cargo insurance and is cargo automatically covered?

Motor truck cargo insurance covers loss of or damage to goods you haul for others while they are in your care, custody and control, from causes such as collision, fire and theft. Cargo is not automatically covered: auto liability and physical damage policies exclude it. Cargo policies also differ on excluded commodities and reefer breakdown.

What is non-trucking liability (bobtail) insurance?

Non-trucking liability covers a leased owner-operator’s truck when it is used for personal, non-business purposes, with or without a trailer. Bobtail insurance is often treated as the same thing, but many policies limit it to driving without a trailer. Neither replaces the carrier’s primary liability while you are under dispatch. Check your policy wording.

Can Solutions Specialty assist with required trucking permits and filings?

Yes. We handle the insurance filings that keep your authority active, including the MC 65 M filing for your California Motor Carrier Permit (MCP), the BMC-91X filing with the FMCSA for interstate authority, Form E filings in states that require them, USDOT filings and UIIA endorsements for container haulers. We also help with trucking permits.

How much does commercial trucking insurance cost?

There is no flat rate. Price depends on your radius of operation, type and value of equipment, cargo hauled, years in business, driver experience and driving records, FMCSA safety scores, safety violations, and how often and how severely you have had losses. Fleet size and the limits you choose also affect your premium.

Can high-risk trucking operations or businesses with prior losses get coverage?

Often, yes. Some commercial auto insurance carriers decline accounts with higher losses, poor driving records or no prior insurance, but we work with carriers and programs for non-standard risks. New ventures and accounts with large losses may be considered. A complete submission with loss runs and an explanation of safety changes you have made helps.
